Hael is trying to catch a huge dish of jasmine jelly Noelle has prepared for him, but has let slip at the critical moment. Since he's a full-fledged (well ... half-fledged) angel, though, Raphael cannot touch the jelly, so in a wonderful visual moment he simply floats through the dish as if it (or he) did not exist.
Notice how the outlines of the falling jelly have been lightly roughed in with red pencil. It is intriguing to note that all the detail that you see in the genga above was painted on the A1 cel that resulted, but all that would have been visible would be the dish and the exterior of the jelly.
One can only assume that the jelly was initially planned to be more transparent (airbrushed?), so that Raph's body would appear more clearly through it. But in the end the effect didn't work, or else the director didn't like it, so an opaque jasmine jelly layer was used instead.
