Muse is asking Noelle who is the most beautiful person in the world, in order to get her to look into her (like the evil queen in "Snow White") and become infatuated with herself.
Unfortunately, Noelle hasn't gotten that far along in her quest to be angelic, so the conversation takes the usual absurdist tack.
It is interesting to see that the studio revised the angle of Muse's mirror face drastically during the early stages. The layout was taped to another sheet of paper at quite a jaunty angle. The scan featured above honored the final orientation, but visit the thumb to see what the layout looks like squared away to its original registration holes.
