Episode 4, scene 36, cut 16, according to the layout that popped up later on Yahoo Japan. This fine image of this character shows her upgrading her now-obsolete sword with a heavier gauge weapon that looks like it will inflict some more serious damage on Condition Green and the pesky earthlings. The layout (now added in the thumbnail) also shows the grim dungeon setting shown in the next cel. As this episode deals with the abduction of the feisty Mirei Garrett, I’d guess that Keith and company are just about to break in to liberate her, and Bad Girl is prudently taking precautions.
This fine cel popped out of a “Various” box at Cel Depot’s booth at AnimeNext 2013, Unlike other cels from this series, it was in superb condition, carefully taped to the archival frame that you see in this scan and backed by a sheet of plastic to keep it unstuck from the backing. All it needed was a replacement background to complement its bright colors, and, like anime magic, that too was close to hand in Cel Depot’s box of original backgrounds.
Interestingly, the back of the setup bore a light penciled notation: “Condition Green – Liza.” So perhaps this (rather than “Raiza”) is the best transliteration of this enigmatic villainess’s name.
