It looks as if this buggy tyke has been seriously bad, perhaps caught snorkeling in a beer stein. So he’s been hung up by his wing-covers to dry out. His expression, however, indicates that he is 100% unrepentant.
This cel appears to have been trimmed and lacks a sequence number or any other information. A shame, as now I'm curious to know what this little devil did to deserve this treatment. I've suggested a background with two sheets of art paper.
