One of Kitarō's magical weapons is the ability to throw his hair at enemies, rather like porcupines are said to be able to shoot their barbed quills at dogs or humans troubling them. In this cut (Scene 26, cut 36) he's trying this attack on the giant water-wheel. This set reanimates a series of four sketches that show this action: First Kitarō braces and gathers his power; then he jerks his head backward and forward, his eye looking daggers at his opponent.
The thumbnails include still images of the final sketch, showing Ittan Momen and the whole scene, and also the very dramatic #3 sketch.
... But somehow I'm not sure this is the best attack to use on a giant wave...
