This cel shows Asuka, one of the Knights' antagonists during the second season, along with her loyal retainer, San-Yun. As you can see, San-Yun is in love with his mistress and tends to go SD at the drop of a fan when he's in her presence.
The background is simply labeled "2" and did not come with an artboard, which makes me think it is not original. It's certainly a good match for this scene, though, and it's cleverly done, with some kind of clear varnish used repeatedly in broad streaks to hold back the next coat of watercolor paint used. Then in some cases these clear streaks were then colored over with a medium that would stick to the varnish. If it's not a CLAMP Studio production, it's certainly pretty enough to be one.
