This wicked little set of sketches shows cuts 692 and 695 from the movie Gensomaden Saiyuki: Requiem, a 2001 sequel to the first season of this series. Here Dougan, the major villain of this episode, seems to have the upper hand in more than one way.
I haven't screened the movie, but I recognize the device in his hand as the detonator button for an especially nefarious weapon known as a Protagonist Terminator. First used in the James Bond saga, it's based on a simple premise: when the button is pushed, one or more of the plot's protagonists is destroyed in some especially horrible way, by being dropped into a tank of carnivorous maggots, for instance, or being melted into Protagonist Jell-O by a plasma ray.
This cut shows Dougan holding up the button, then after an appropriately nasty sneer, he presses it and roars in typical major-villain fashion with unholy laughter.
